  1. Article 1 (Scope of Regulations)

    The purpose of the "FC Tokyo Soccer Match Management Regulations" (hereinafter referred to as "these regulations") established by FC Tokyo is to ensure smooth and safe operation of all matches, including league matches and league cup matches, hosted by the club. All individuals entering or attempting to enter stadiums and other facilities under the management of FC Tokyo must comply with these regulations.
  2. Sec. 2 (Definition)

    The meaning of the terms listed in the following items shall be determined in accordance with each respective item.
    1. Match: Refers to all matches, including league matches and league cup matches.
    2. Facilities: Refers to all stadiums and areas managed by FC Tokyo for game operations.
    3. Operator and Safety Manager: Refers to the J Club Executive Committee or Executive Officer Proxy.
    4. Management and Security Personnel: Refers to individuals appointed by the management and safety officer to work towards ensuring the safety of the tournament.
    5. Security personnel: Refers to the person appointed by the organizer and safety manager to ensure the safety of the tournament.
  3. Sec. 3 (Operations Manager/Security Manager)

    Security personnel are appointed from among club staff by the operation and safety manager, and include operation and security personnel who are responsible for ensuring safety.
  4. Sec. 4 (Prohibited Items)

    Those who attempt to enter or have entered the facility may not bring the following items into the facility, unless specifically deemed necessary by the operator or safety manager:
    1. Prohibited items under the J.League Unified Prohibited Items Policy (J.League Common Spectator Etiquette & Rules).
    2. Items prohibited by the facility manager. (Ajinomoto Stadium Prohibited Items)
    3. The following bulletin boards, signboards, banners, flags, placards, ZECA, documents, drawings, printed materials, etc. as determined by the organizer or supervisor.
      1. ① Political, ideological, religious beliefs, claims, or ideas that are displayed or evoked
      2. ② Content or expressions that are discriminatory or insulting
      3. ③ Items that are not allowed to support or encourage players or teams
      4. ④ May cause problems in the operation of the tournament
    4. Other items that may interfere with the operation or progress of the game and may cause inconvenience or danger to others, as determined by security personnel.
  5. Article 5 (Prohibited Actions)

    Anyone attempting to enter or who has entered the facility must not engage in the following actions at any facility, unless specifically deemed necessary by the operator or safety manager:
    1. Prohibited actions under the J.League Unified Prohibited Items (J.League Common Spectator Etiquette & Rules).
    2. Items prohibited by facility management. (Ajinomoto Stadium Prohibited Items)
    3. Group cheering activities in the concourse
    4. Bring and use drums and large flags in the main stand, back stand, and upper stand behind the goal.
    5. Use of gum tape when attaching banners, etc.
    6. Confetti and paper tape usage
    7. Watching and cheering from the front of the upper stand by leaning forward
    8. Intentional Seat Reservation
    9. Distribution, posting and fundraising of posters, flyers, etc. that have not been approved by the club, as well as signing and survey activities.
    10. Do not engage in actions that may interfere with the operation or progress of the game, or may cause inconvenience or danger to others, as determined by security personnel.
    11. Discriminatory or insulting remarks or actions based on race, skin color, gender, language, religion, politics, or origin.
    12. In addition to the above, do not make any statements or actions that violate public order and morals.
  6. Sec. 6 (Compliance Regulations)

    Anyone attempting to enter or who has entered the facility must comply with the following items:
    1. When asked to present tickets, passes, etc., please present them.
    2. Cooperate with the inspection of baggage and personal belongings for safety assurance.
    3. Follow the instructions, guidance, and directions of security personnel and law enforcement authorities.
  7. Sec. 7 (Reasons for Refusal of Sale)

    The organizer shall not sell tickets to those who fall under any of the following items. In addition, if the person obtains a ticket through themselves or a third party, the organizer may refuse entry to that person based on Article 9.
    1. Members of organized crime groups or similar anti-social forces (hereinafter referred to as "organized crime groups, etc.") (hereinafter referred to as "organized crime group members, etc.")
    2. Those who have not passed 5 years since they ceased to be gang members, etc.
    3. Individuals who are using organized crime groups or members of organized crime groups for the purpose of benefiting themselves or others.
    4. Individuals who are involved in the maintenance and operation of organized crime groups by providing funds or other benefits to organized crime groups or members of organized crime groups.
    5. Individuals who have relationships that should be socially condemned, such as gang members
    6. Person who obtains an admission ticket with the purpose of violating Article 8
    7. Those who have been determined by the organizer to have sufficient reason not to sell other admission tickets
  8. Sec. 8 (Prohibition of Resale, etc.)

    No person shall resell tickets (including through internet auctions) or obtain them by any other means without the permission of the organizer. However, this does not apply in cases where tickets are obtained for non-profit purposes and not as part of a business, based on specific relationships such as family, friends, business partners, and others.
  9. Sec. 9 (Entry Refusal, Exit Order, Confiscation of Goods)

    1. The operator and safety manager may refuse entry to those who violate the provisions of Articles 4, 5, or 6, and those who fall under the provisions of Article 7, and may order them to leave the facility, as well as take necessary measures such as confiscation of items listed in Article 4. Matches subject to this article may include matches organized by the Japan Football Association, a public interest incorporated foundation.
    2. The organizer or manager may claim compensation for damages incurred by the organizer or manager against those who fall under the preceding paragraph (including all damages incurred by the club due to sanctions imposed on the club for the violation).
    3. The operator and safety manager may refuse entry to all subsequent matches for those who fall under paragraph 1. They may also request a ticket refund.
    4. Those who have been refused entry or ordered to leave the facility by the management or safety personnel cannot request a refund of the ticket purchase price.
  10. Sec. 10 (Delegation of Authority)

    The operator and safety manager may delegate their authority to others for specific facilities.
